This page gives possible frequencies for future large-scale FM stations in major towns and cities without the need for a major re-plan of the FM band. Ofcom does not currently have any plans to licence further commercial FM stations.

Belfast area: 106.4 and 107.6 (both ITU cleared)
Glasgow area: 102.1 (must use Black Hill; Forth 1 Penicuik transmitter may have to move to 102.3)
Edinburgh area: 107.7 (limited coverage to west of city)
North East region (Tyneside main): 104.9 (must use Burnhope)
North East region (Teeside main): 106.0 (must use Bilsdale)
North East region (Tyneside filler): 107.1 (must use Fenham)
Southampton and Portsmouth area: 100.7 (must use Rowridge)
Southampton and Portsmouth area: 105.6 (must use Chillerton Down)
Birmingham or Wolverhampton or Coventry or Leicester (three stations): 89.7/8, 94.1/2 and 99.3/4
Norwich and Great Yarmouth: 100.7 (ITU cleared)
Ipswich area: 106.9 or 107.3

Thames Estuary (two stations): 106.6 and 107.0
Stoke: 107.9
Halifax: 96.1
North and West Cumbria: main transmitter on 105.9, with multiple possibilities for the fillers
North Northumberland: 106.2
Lincoln city: 97.2
North Wales: 102.1 from Llanddona plus low power fillers for Conwy and Colwyn Bay
Northampton: 106.3 or 102.4
Bedford: 101.1 or 102.4
Luton: 107.2
Brighton or Newhaven and Seaford: 101.3-5 and/or 105.6
Taunton: 106.1 or 107.9
Exeter: 102.4
Torbay: 106.2
Plymouth (in addition to 106.5 licence): 107.2/3

Welsh Valleys and Powys: Most of these areas currently have no commercial stations on FM. A large number of frequencies are available. The following are ITU registered:
Abergavenny: 100.5 & 102.3, Blaenavon: 100.3 & 102.4, Newbridge: 101.3, Abertilery: 96.1 & 100.8, Ebbw Vale & Tredegar: 100.2 & 102.1, Aberdare: 102.7, Ferndale: 101.4, Porth: 100.2, Rhondda: 100.6 & 102.3, Vale of Neath: 100.0, Croeserw: 100.8, Llangeinor: 100.4, Cwmafan: 100.3, Swansea Valley: 100.7, Pontypridd: 96.2, Merthy Tydfil: 96.1, Llanfyllin, Powys: 100.9, Welshpool: 101.4, Newtown, Powys: 101.9, Llanidloes, Powys: 99.9, Central Powys: 97.3 & 100.9, Brecon: 100.7, Lyswen, Powys: 101.4, Hay on Wye & Clyro: 102.0.
